The Kingdom, divided into three different regions, lives a period of wealth and prosperity. Each region is governed by a council of four nobles. Members of the six major families sit in the councils and guide the kingdom wisely. You are a rich merchant, and your aim is to obtain the permits to build your emporiums in the kingdom's cities. You will need influence over the ruling families and be prepare tp pay in gold. Find the best cities where to build your emporiums, and you will earn money, prestige and nobility rights, becoming the greates merchant in the kingdom. But remember to pay attention to the King too, since he can allow you to build your emporiums without the need of a permit.

Les joueurs incarnent de riches marchands qui tentent d'obtenir des autorisations afin de construire leurs propres Emporium. Afin d'y parvenir, ils devront payer pour gagner en influence sur les familles qui siègent aux Conseils. Le joueur qui obtiendra le plus de permis, mais aussi qui placera son Emporium dans le meilleur endroit, deviendra ainsi le marchand le plus populaire et gagnera la partie ! Council of Four est un jeu de placement fluide et dynamique, dans lequel il faudra corrompre les membres des Conseils ou les faire remplacer afin de tirer profit de la situation. De plus, le positionnement de l'Emporium sera un choix crucial afin de créer la meilleure route, et ainsi maximiser les points par un système de réaction en chaîne. La variation de la composition des Conseils, ainsi que les combinaisons possibles des 3 villes permet des centaines de combinaisons et une grande rejouabilité de parties riches et variées, portées par un système simple et profond.
